Connectivity
Internet and telecom systems
Community WiFi, captive portals, subscriber controls, upstream-carrier coordination, cloud-connected field devices, and telecom-assisted service delivery.
Founder-led research and development
3neti is an independent Philippine R&D company that turns long-horizon technical research into software institutions can evaluate, license, and govern.
3neti Research and Development OPC develops original software architectures and turns them into licensable institutional products.
The company is deliberately founder-led. Lester B. Hurtado directs the research, product architecture, and core engineering rather than presenting 3neti as a large consulting organization.
Our work concentrates on domains where authority, evidence, operational continuity, and human accountability matter more than superficial automation.
For each engagement, the operating institution, technology providers, external specialists, and 3neti retain clearly defined responsibilities. Software does not erase those boundaries.
Founder
Founder, Managing Director, and Chief Architect
Lester is an applied physicist, software architect, and technology entrepreneur with more than three decades of experience across internet infrastructure, embedded systems, geographic information systems, institutional software, financial technology, and open-source engineering.
His work has ranged from university research and teaching to internet-backbone concepts, community connectivity, embedded transaction devices, utility and property systems, mobile delivery, and governed financial workflows.
That record shapes 3neti’s method: understand the real institution, model authority explicitly, build the smallest serious system, preserve evidence, and make the resulting intellectual property operable by others.
Selected technical record
Across that record is a recurring ability to move from research and architecture into software, integration, field operation, and institutional hand-off.
